A Phantom® camera will mark bad pixels with raw pixel values above whitelevel (>1016 in 10bit). PHANTOMfuse does fix them by taking the average value of the surrounding pixels of the same color in the bayer pattern. To optimise fixing of a bigger cluster, we start with dead pixels with the most good neighbours.
